The Honorable Principal Minister, Wallace Cosgrow was born on 7th December 1978, in Seychelles.
Minister Wallace Jude Keith Cosgrow is a distinguished Seychellois public servant, economist, and political leader whose career spans over two decades of service in government, policy development, and international representation.
Minister Cosgrow began his academic journey at Seychelles Polytechnic, where he studied A-Level History, Economics, and Geography, following earlier studies in the sciences and humanities through the National Youth Service and the School of Foundation Studies.
He later earned a BA Honours in Economics from the University of East London in 2003.
His professional career began in 1999 at the Ministry of Social Affairs and Employment, where he worked in the Industrial Relations Section as a Competent Officer, mediating employment grievances and advising on labour law. He continued in this ministry as Employment Officer in the Planning, Research & Information Section, overseeing data collection, analysis, and reporting on labour trends.
From 2005 to 2010, Minister Cosgrow served as an Economist in the Planning Section of the Ministry of Environment & Natural Resources, where he assessed agricultural projects, compiled statistical reports, and liaised with institutions such as the Ministry of Finance, Central Bank, and FAO.
His leadership trajectory accelerated in 2010 when he was appointed Director of Industrial Relations at the Ministry of Labour & Human Resource Development, followed by his role as Director General for Public Service Affairs in the Office of the President in 2012.Later that year, he became Chief Executive Officer of the Agency for Social Protection, overseeing national welfare programs and institutional reforms.
Minister Cosgrow entered ministerial leadership in 2015, serving successively as Minister for Fisheries and Agriculture, Minister for Employment and Entrepreneurship Development, Minister for Industry and Business Innovation, Minister for Investment, Industry and Entrepreneurship Development. From 2018 to 2020, he held the portfolio of Minister for Environment, Energy and Climate Change, where he led national efforts in sustainability, climate policy, and energy reform.
In October 2020, Minister was elected to the National Assembly, where he served until December 2024. His legislative work focused on economic development, environmental stewardship, and social protection. In December 2024, he was appointed Secretary General of United Seychelles, taking on a
strategic leadership role within the party.
In November 2025, he was appointed as Principal Minister and Minister for Fisheries, Agriculture and Blue Economy.
Throughout his career, Minister Cosgrow has represented Seychelles on numerous international platforms, engaging with high-level officials and organisations to advance the country’s interests in areas such as labour, environment, and sustainable development. He has served on various boards and committees, contributing to the modernisation and efficiency of public institutions. He currently serves as the Secretary General of the United Seychelles Party.
